The Allegheny County BIRTH Plan for Black Babies and Families is a community-driven blueprint designed to confront the deep racial inequities that impact maternal and infant health in the region. Led by Healthy Start in partnership with the Allegheny County Maternal and Child Health Strategy Team and the Infant Health Equity Coalition, the plan responds to alarming disparities—such as Black babies dying before age one at more than five times the rate of white babies and Black women experiencing significantly higher rates of preterm birth, low birth weight, and pregnancy-related mortality. Developed through extensive community engagement, research, and collaborative planning, the BIRTH Plan outlines 16 actionable strategies across four priority areas: strengthening the maternal and child health workforce; improving systems of care; addressing the social determinants of health; and coordinating regional MCH initiatives. Centering the voices and experiences of Black women, birthing people, and families, the plan seeks to drive structural change, elevate community-led solutions, and realize transformational health outcomes for Black families in Allegheny County.
